Exportation Conditions
FLIR’s 320×240 30Hz Fast-Video and 640×480 30Hz Fast-Video (>9Hz) uncooled LWIR thermal camera core products are export-controlled and require valid export licenses from the U.S. Department of Commerce prior to export or re-export outside of the United States to certain countries. However, as per Revisions to License Requirements and License Exception Eligibility published in the Federal Register (May 22, 2009, E9-11951), certain thermal imaging products may now qualify for license exceptions depending on the destination country and intended end-use. Strategic Trade Authorized (STA) countries remain exempt from these license requirements.
Note: These updates reflect eligibility for certain thermal imaging cameras under License Exception ENC and License Exception TSU, which may allow for more streamlined export processes for certain destinations. However, a Consignee Statement may still be required for exports to STA countries.
In cases where RHP International delivers a thermal camera to a customer in the U.S. who intends to export or re-export the product (whether integrated into another system or not), it is the customer’s responsibility to apply for the necessary export license from the U.S. government. Diversion of these products contrary to U.S. law is prohibited. Please see the updated list of STA countries and other export information below.
A partial list of uncooled thermal video cameras with frame rates of 30Hz/60Hz (greater than 9Hz) are controlled for export under
the U.S. Department of Commerce’s Export Control Classification Number (ECCN) 6A003.b.4.b.

LWIR Thermal Video Cameras 30Hz/60Hz (Fast Video)
Un-Cooled Thermal Video Cameras with a Video Frame Rate of 30Hz/60Hz (Fast Video)
Export Control Classification Number (ECCN) 6A003.b.4.b
As per the updates outlined in the Federal Register notice, certain uncooled thermal video cameras now fall under ECCN 6A003.b.4.b, and can be eligible for license exceptions (such as License Exception ENC), depending on specific end-users and end-uses.
However, these cameras remain controlled for export, and a valid export license is required unless the camera is being shipped to an STA or STA2 country.
Prohibited Destinations: As stated in the Federal Register update, thermal cameras cannot be exported to countries identified as terrorist-supporting by the U.S. government, including:
• Belarus
• Cuba
• Iran
• Libya
• North Korea
• Russia
• Sudan
• Syria

LWIR Thermal Video Cameras Less than <9Hz
Un-Cooled Thermal Video Cameras with a Video Frame Rate of 7.5Hz (Less than 9Hz)
Export Control Classification Number (ECCN) 6A993
Thermal imaging cameras with a video frame rate of less than <9Hz may be eligible for No License Required (NLR) exports to all countries except those identified as supporting terrorism, in accordance with the Federal Register revisions.
However, even for NLR exports, specific countries may still be subject to license exceptions, and a Consignee Statement may be required for certain jurisdictions.
Prohibited Destinations include:
• Belarus
• Cuba
• Iran
• Libya
• North Korea
• Russia
• Sudan
• Syria
These cameras may be exported under with No License Required (NRL) to all countries except terrorist supporting countries.
These terrorist supporting countries are: Cuba, Iran, Libya, North Korea, Sudan, and Syria. Export policies governing the export of thermal imaging cameras are established by the U.S. government, and in order for RHP International to comply with the policy requirements, we in turn ensure that our customers agree to these conditions.
Under no circumstances can thermal imaging cameras be used in the design, development, production, or use of nuclear, biological, or chemical weapons, regardless of frame rate.
STA IS NOT Applicable to Military End Uses or Military End Users.
STA Country List:
Australia, Austria, Belgium, Bulgaria, Canada, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Japan, Latvia, Lithuania, Luxembourg, Netherlands, New Zealand, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, South Korea, Spain, Sweden, Switzerland, Turkey and the United Kingdom.
Eight destinations are included in § 740.20(c)(2) group two (STA2), which authorizes export, reexports and in-country transfers that are subject only to national security controls. STA2 destinations are:
Albania, Hong Kong, India, Israel, Malta, Singapore, South Africa, Taiwan.
For other countries a valid export license must be obtained from the U.S. Department of Commerce prior to export or re-export of such devices outside of the United States.
Note: There are several countries to which the export of thermal imaging cameras is prohibited under any circumstances, regardless of the camera resolution or video rate.
These terrorist supporting countries are: Cuba, Iran, Libya, North Korea, Sudan, and Syria. Export policies governing the export of thermal imaging cameras are established by the U.S. government, and in order for RHP International to comply with the policy requirements, we in turn ensure that our customers agree to these conditions.
The below 640×480 – 25Hz/30Hz (Greater than 9Hz) cameras are listed under the U.S. Department of State, United States Munitions List (USML) Category XIIc
FLIR QUARK 640×480 LWIR thermal imaging camera as well as other 640×480 LWIR Hand Held models operating at 25Hz/30Hz (Greater than 9Hz) are controlled as defense articles for export from the United States under the authority of the US Department of State, United States Munitions List (USML) Category XIIc.
U.S. Government authorization is required for export from the United States to all destinations, whether for permanent or temporary export.
